Launching a scathing attack on Prime Minister Narendra Modi, Congress president Rahul Gandhi on Thursday equated Modi's speeches with "gas" and said Goa chief minister Manohar Parrikar had claimed that Modi had changed the Rafale fighter deal and not informed him.
