Will India reverse its 14-year-old disaster aid policy to accept relief from foreign governments for Kerala floods?

Former prime minister Manmohan Singh had made it clear after the 2004 Tsunami in Tamil Nadu that India will refuse bilateral assistance from foreign governments and brought a shift in the disaster aid policy to reduce dependence on other countries for relief.
